Notwithstanding anything written in sub-section (3) of section 31, if the owner of government vehicle, company vehicle, diplomatic vehicle and private vehicle wants to renew his vehicle registration certificate once for five years, the renewal will be for up to five years. If the certificate of registration is submitted with the fee attached, the authorized officer can renew such certificate of registration once for a period of up to five years.
